O Instituto do Meio Ambiente e Recursos Hídricos (Ibram) multou na tarde desta terça-feira, 4 de outubro, a indústria de cimento Ciplan, na região da Fercal, próximo a Sobradinho. A punição se deu em razão dos altos índices de poluentes do ar expedidos pela fábrica, na região.

No local há 14 empresas entre elas, produtoras de cimento, mineradoras e usinas de asfalto, responsáveis pela maior parte dos problemas de poluição do ar que atingem cerca 26 mil habitantes.

Caso Ciplan

O Ibram autuou a empresa no último dia 26 de agosto e proibiu o funcionamento do forno 1. A empresa possui 3 no total. O primeiro é o que mais polui, por não possuir filtro adequado.

A medida foi tomada em conjunto com o Ministério Público Federal, que havia recomendado o fechamento do forno 2 também . O acordo em fechar apenas o primeiro foi feito em nome da regularização da produção da indústria e pela não-paralisação das atividades da empresa. O Ibram, está analisando a licença de operação do forno 3, mais moderno e com filtro. A empresa tem até janeiro de 2012 para adequar os três fornos.

Para a emissão da licença foram exigidas condicionantes de monitoramento das emissões por meios eletrônicos com sensores remotos. Os aparelhos vão fornecer onlinea quantidade de particulados. Também serão instalados sensores a laser e câmeras nas chaminés para o monitoramento correto

Multa

Laudo técnico de emissão de poluição, elaborado por técnicos do GDF, concluiu que o forno de número 1 continuou funcionando, mesmo após a autuação. O Ibram entregou a multa de cerca de R$ 250 mil pelo descumprimento e mais R$ 50 mil por dia de funcionamento após o dia 04 de outubro.

Compensação ambiental

O TAC Nº. 014/2005, firmado entre Ciplan e GDF, prevê a construção de uma escola e de um posto de saúde na região da Fercal, como compensação ambiental pelo funcionamento da empresa. A Ciplan concordou com as obras e a licença ambiental para os equipamentos públicos deve ser liberada nos próximos dias.
